The La Liga giants have stepped up their recruitment of elite youth prospects in recent seasons, and Tavares is seen as a player who could continue his development within their famous academy system at La Masia.
Talks have reportedly accelerated in January, with Barcelona keen to bring the youngster to Spain during the current transfer window if a deal can be finalised.
Philippe Clement, who was appointed as Norwich manager in November, has previously made it clear that the club would prefer to keep hold of their most promising academy players, but he has also acknowledged that interest from clubs of Barcelona’s stature can be difficult to resist.

RB Leipzig, Borussia Dortmund and Bayern Munich have all been monitoring the winger in recent months, with several scouts impressed by both his physical development and his performances against older age groups.
Despite that competition, Barcelona are believed to be in pole position, having moved quickly to establish direct contact and outline a clear pathway through their youth teams towards Barcelona B.
